Open Net Announces REOI for consultancy services related to “Data Collection on Using the Internet for Specific Purposes” in Georgia

The objective of the assignment is “Data Collection on Using the Internet for Specific Purposes” in Georgia.

Open Net NNLE now invites eligible consulting firms to indicate their interest in providing the above services. The detailed information on the assignment can be obtained from the TOR (in Georgian) attached.

A consulting firm will be selected in accordance with the procedures set out in World Bank Procurement Regulations for IPF Borrower dated July 2016 (revised on September 2025).

Interested firms are expected to express their interest by providing general but comprehensive information indicating that they could be qualified to perform the services (please see the qualification criteria in the TOR).

At the stage of REOI consulting firms are not requested and must not present their financial proposal.

The EOI must be submitted electronically to the emailing address:  procurement@opennet.ge . The submitted documents must be in PDF format. 

The deadline for submission of interests is March 25, 2026, end of the day.

The Government of Georgia signed a Loan Agreement for financing the implementation of Log-in Georgia Project (“Project”) with the World Bank (WB). The Project development objective is to increase access to affordable broadband internet, and to promote its use by individuals and enterprises, in targeted rural settlements. 

The Project is being implemented by the Open Net N(N)LE as the Project Implementing Entity (PIE), with the oversight and implementation of the Ministry of Economy and Sustainable Development of Georgia (MOESD) and the National Communications Commission of Georgian (ComCom).
