About the State Program

In order to improve the environment for digital infrastructure development in Georgia, expand internet access, and enhance digital competencies among the population, the Government of Georgia is implementing the State Internetization Program, aiming to increase nationwide availability of high-speed broadband connectivity.

The development of fiber-optic backbone infrastructure will support private operators in building retail networks and delivering internet access to end users. As a result, residents will gain access to modern services such as digitalized healthcare, education, and public services.

It is important to emphasize that upon completion of the fiber-optic infrastructure, Open Net does not supply internet services directly to the public. Instead, it enables any authorized telecommunications operator to utilize open-access services on the backbone network and extend connectivity to end users.

To promote free entrepreneurial activity, foster competition, and encourage private investment in the telecommunications sector, the program will ensure the following across the entire territory of Georgia:

  • The establishment of a unified, neutral fiber-optic network;
  • The development of broadband wholesale services within the targeted geographic areas;
  • Connectivity between any two access points within the newly created network.

The target areas of the State Program are defined in accordance with the criteria set out in Governmental Resolution No. 375. Within the program, fiber-optic infrastructure will be developed in settlements with a population of 200 or more where commercial operators do not already have fiber-optic infrastructure.

The resolution also specifies that if the planned fiber-optic infrastructure passes through a ‘white zone’ settlement with fewer than 200 residents, but no less than 100, the program ensures the installation of access points and the provision of corresponding services in those locations. This means that if there is demand from the private sector, Open Net will supply the necessary services.

The construction of the network is implemented by N(N)LE Open Net, with the support of the Communications Commission and under the oversight of the Ministry of Economy and Sustainable Development of Georgia.
