Network Overview
Design and Construction
The network operated by OPEN NET is constructed in accordance with detailed technical specifications based on ITU-T and IEC recommendations. Installation and testing procedures are consistent with Fiber Optic Association (FOA) best practices. The backbone is entirely underground. Only short non-backbone segments, mainly end sections, are aerial, accounting for less than 20% of the network.
The infrastructure uses single-mode ITU-T G.652.D fibre. The constructed backbone meets strict performance limits: attenuation of no more than 0.21 dB/km at 1550 nm, splice loss of no more than 0.15 dB per splice, and an overall optical return loss of at least 32 dB.
Underground cables are blown into protective ducts laid deep in the ground on sand bedding, with warning tape above them to provide additional protection. Aerial sections use self-supporting cables designed for local climatic conditions. Both underground and aerial cables are fully dielectric, with protective jackets and reinforcing materials that ensure durability and a long service life.
Quality Control
All fibres are joined exclusively by fusion splicing. The loss at each splice is measured and recorded on site.
Every fibre is checked for continuity and correct sequence, then tested in both directions at 1310 and 1550 nm. OTDR traces are analysed for reflections and defects. All test results, fibre-allocation diagrams, and as-built documentation are recorded and verified.
Monitoring
The fibre network is continuously monitored from aggregation points by an automated OTDR-based system operating 24/7, even on fibres carrying live services. The system detects sudden cable faults and identifies gradual degradation at an early stage.
Maintenance
OPEN NET provides 24/7 technical support and responds immediately to every incident. A dedicated maintenance team works within defined restoration time frames for cable cuts and other faults. The network passes through rural areas, forests, and geographically challenging terrain. Field operations are planned with these conditions in mind to ensure that faults are repaired promptly, even in hard-to-reach locations.
Services
OPEN NET offers operators high-quality dark fibre as well as data transport services delivered over MPLS L2VPN. The data transport service provides transparent transmission between any two connection points and guaranteed symmetric capacity, even during peak hours. It also supports jumbo frames and operates over a protected transport network.
Both services include free connections at aggregation and access points. Access is provided on an open and equal basis to all operators, and capacity can be adjusted quickly. The network has ample fibre capacity, allowing multiple operators to be served simultaneously where needed, even within a single village.
