REOI for Consultancy Services for “THE DEVELOPMENT OF METHODOLOGY AND CORRESPONDING PRICING MODEL OF ACCESS TO PHYSICAL INFRASTRUCTURE”

 N(N)LE Open Net is implementing the state program on the development of broadband, fiber-optic infrastructure in Georgia (Log-In Georgia Project), the goal of which is to increase access to the high-speed internet throughout the whole country.

In accordance with this, N(N)LE Open Net is announcing REOI for Consultancy Services (“Services”) for “THE DEVELOPMENT OF METHODOLOGY AND CORRESPONDING PRICING MODEL OF ACCESS TO PHYSICAL INFRASTRUCTURE”.

Georgian National Communications Commission (ComCom) envisages support for the implementation of the Law on Infrastructure Sharing adopted by the Parliament of Georgia in June 2023. According to the new Law, ComCom is responsible for adopting a normative act on approval of pricing methodology of access to physical infrastructure owned by the infrastructure operator in case of dispute between the authorized entity and infrastructure operator until 1st of July 2024.

Within the framework of the assignment, the consultant is expected to assist ComCom in determining the methodology and corresponding pricing model for access to telecommunication physical infrastructure or infrastructure that could be used for telecommunication purposes owned by non-telecom sector entities. Further, support should be provided to ComCom in the process of adoption of corresponding subordinate normative acts.

Duration of the assignment: 6 months

Open Net NNLE now invites eligible consulting firms to express their interest in providing the above Services.

In EOI, the interested Consulting firms are expected to provide general but comprehensive information indicating that they could be qualified to perform the Services. At this stage, Consulting firms are not requested and must not present a financial proposal.

A Consulting firm will be selected in accordance with the procedures set out in the World Bank Procurement Regulations for IPF Borrower dated July 2016 (the 5th Edition, September 2023). 

The deadline for submission of EOI is January 17, 2024, 17:30 (local time, GMT +4)
