REOI for the Consultancy Services of “THE DEVELOPMENT OF ONLINE GIS PORTAL”

N(N)LE Open Net is implementing the state program on the development of broadband, fiber-optic infrastructure in Georgia (Log-In Georgia Project), the goal of which is to increase access to high-speed internet throughout the whole country.

In accordance with this, N(N)LE Open Net is announcing REOI for Consultancy Services (“Services”): “THE DEVELOPMENT OF ONLINE GIS PORTAL”.

Within the Log in Georgia Project, it is planned to develop a digital platform, based on Web and Geo Information System (GIS) technologies. The main objective of the platform is to serve as an online portal, (aka. Single Information Point - SIP) for access and sharing of information on available public and private infrastructure that can be used by telecom operators for the development and expansion of their networks. Obligation to create a SIP is enshrined in the Law of Georgia on Infrastructure Sharing (“Law”), which was adopted by the Parliament of Georgia in June 2023. The SIP online portal will also include information on relevant secondary legislation and technical norms.  According to the draft Law, Georgian National Communications Commission (ComCom) is a responsible agency for building and operating the SIP portal. 

The digital platform will be also used for the development of other GIS-related services of ComCom, including digital maps providing information on telecom operators infrastructure and services.  

Within the framework of this assignment, the Consultant is expected to provide assistance to ComCom in drafting the purchaser’s requirements – requirements for the Information System including SIP and telecom infrastructure and service mapping functionality).

Duration of the assignment: 3 months with the possibility of extension.

N(N)LE Open Net invites individual Consultants to express their interest in providing the above Services.

Consultants are required to provide comprehensive information indicating that they could be qualified to perform the above assignment (CV with description of similar assignments and other documents).

A Consultant will be selected in accordance with the procedures set out in World Bank Procurement Regulations for IPF Borrower dated July 2016 (revised on November 2017 and August 2018). 

The deadline for submission of EOI is July 26, 2023, 17:30 (local time, GMT +4)
