N(N)LE Open Net is announcing REOI for Consultancy Services (“Services”) of “DEVELOPMENT OF LEGAL AND TECHNICAL FRAMEWORK FOR BROADBAND COST REDUCTION”

N(N)LE Open Net is implementing the state program on development of broadband, fiber-optic infrastructure in Georgia (Project Log-In Georgia), the goal of which is to increase access to the high-speed internet throughout the whole country.

In accordance with this, N(N)LE Open Net is announcing REOI for Consultancy Services (“Services”) of “DEVELOPMENT OF LEGAL AND TECHNICAL FRAMEWORK FOR BROADBAND COST REDUCTION”.

Objectives of the Services:

  • Defining the list of physical infrastructures, civil works and in building physical infrastructure which will not be covered by the draft law of Georgia on “Sharing Telecommunication Infrastructure and Telecom Ready Physical Infrastructure” (hereafter “Law”);
  • Defining the technical standards and specifications on the in-building physical infrastructure and on the access to the in-building physical infrastructure;
  • Elaboration of the Rules for installation of telecommunication cables;
  • Elaboration of the Rules for joint use of tunnels and trenches by pipelines (electricity; gas; water; etc.) and telecommunication cables and the standardization of underground duct plans (including the safety procedures);
  • Identifying the gaps in existing legislation to implement the Law by supporting the building of broadband infrastructure and 5G networks (including the simplification of the permissions).

Duration of the assignment: 3 months

Open Net NNLE now invites eligible consulting firms to express their interest in providing the above Services.

In EOI, the interested Consulting firms are expected to provide general but comprehensive information indicating that they could be qualified to perform the Services (general experience in the field and description of similar assignments (3-year period), availability and general information of appropriate staff as required, etc.). At this stage Consulting firms are not requested and must not present neither Technical proposal, nor Financial proposal.

A Consulting firm will be selected in accordance with the procedures set out in World Bank Procurement Regulations for IPF Borrower dated July 2016 (revised on November 2017 and August 2018). 

The deadline for submission of EOI is June 6, 2022, 17:30 (local time, GMT +4)
