This contract will be jointly financed by EIB. Bidding process will be governed by the World Bank\u2019s Procurement Regulations.<\/p>\n<p>The N(N)LE Open Net now invites sealed Bids from eligible Bidders for IP\/MPLS Active Equipment, Phase 2. The Goods includes but not limited to the following items: aggregation routers, access devices, core routers, air conditioners, 48V power supplies SEP\u2019s, environmental monitoring systems, NOC, firewalls of the quantities and specifications, and delivery term as per the Schedule of Requirements and Technical Specifications (Annex 1) of the Bidding Document. Installation and configuration of the Goods, as well as providing warranty are required and specified in the Bidding Document. \u00a0No margin of preference is applied.<\/p>\n<p>Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) \u00a0as specified in the World Bank\u2019s \u201c<a href=\"http:\/\/www.worldbank.org\/html\/opr\/procure\/guidelin.html\" target=\"_blank\" rel=\"noopener\">Procurement<\/a> Regulations for IPF Borrowers\u201d, 7th Edition (September, 2025) (\u201cProcurement Regulations\u201d), and is open to all eligible Bidders as defined in the Procurement Regulations.<\/p>\n<p>Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 30 %, and for Bid cost: 70 %<em>.<\/em><\/p>\n<p>Interested eligible Bidders may obtain further information and documents at <strong>\u201cGeorgian Electronic &#8211; Government Procurement System (GE-GP)\u201d<\/strong> \u2013 the official portal of State Procurement in Georgia, operated by the State Procurement Agency (<a href=\"http:\/\/procurement.gov.ge\/\" target=\"_blank\" rel=\"noopener\">http:\/\/procurement.gov.ge\/<\/a> ).<\/p>\n<p>The bidding document in English may be obtained by interested eligible Bidders at <strong>\u201cGeorgian Electronic &#8211; Government Procurement System (GE-GP)\u201d<\/strong> (<a href=\"http:\/\/procurement.gov.ge\/\" target=\"_blank\" rel=\"noopener\">http:\/\/procurement.gov.ge\/<\/a> ), DEP260000033 in electronic format and can be downloaded for free at the link: <a href=\"https:\/\/tenders.procurement.gov.ge\/public\/?go=696751&amp;lang=ge\" target=\"_blank\" rel=\"noopener\">https:\/\/tenders.procurement.gov.ge\/public\/?go=696751&amp;lang=ge<\/a><\/p>\n<p>Bids must be delivered electronically using \u201cGeorgian Electronic &#8211; Government Procurement System (GE-GP)\u201d, (<a href=\"http:\/\/procurement.gov.ge\/\" target=\"_blank\" rel=\"noopener\">http:\/\/procurement.gov.ge\/<\/a> ). Bids shall consist of two parts:\u00a0 one file marked \u201cTechnical Part\u201d of the Bid which shall consist of all the technical parameters of the bid, and the second file &#8211; encrypted (password-protected) pdf file marked \u201cFinancial Part\u201d of the Bid, which shall combine all the financial forms and financial information of the Bid. Late Bids will be rejected (shall not be accepted by the GE-GP system)<strong>. Bid price must not be indicated in the GE-GP system<\/strong>; instead, bid price field of the GE-GP system shall be filled in with the figure \u201c<em>1<\/em>\u201d.<\/p>\n<p>Bids will be opened electronically:<\/p>\n<p>&#8211; The file marked \u201cTechnical Part\u201d of the Bid will be opened as it will be informed by GE-GP system and read-out.<\/p>\n<p>&#8211; The encrypted file marked \u201cFinancial Part\u201d of the Bid shall remain unopened: the opening date of \u201cFinancial Part\u201d of the Bid will be not less than ten (10) Business Days from the date of notification of the results of the technical evaluation. To open \u201cFinancial Part\u201d of the Bids, Purchaser will request passwords to eligible and qualified Bidders with substantially responsive Technical Parts.<\/p>\n<p><strong>A Bidder, whose \u201cFINANCIAL PART\u201d will be submitted without password protection, or who will disclose their price in GE-GP system, will be disqualified.<\/strong><\/p>\n<p>All Bids must be accompanied by a Bid-Securing Declaration.<\/p>\n<p>Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder\u2019s beneficial ownership, as part of the Contract Award Notice, using the <strong>Beneficial Ownership Disclosure Form<\/strong> as included in the Bidding Document.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Open Net announces e-tender (Two-Envelope Bidding Process) for procurement of IP\/MPLS Active Equipment, Phase 2.
